Government approves five regulations on food safety

The Government approved (BOPA 88/21) five regulations on food safety:
* Regulation on food hygiene , which aims to achieve a high level of protection of life and health, establishing common principles, in particular regarding the responsibilities of manufacturers and authorities competent structural requirements, operational and hygienic establishments, procedures for the approval of establishments, requirements for storage, transport and health marking. Each food business operators along the food chain should ensure that food safety is not compromised. These rules do not apply either to primary production for private domestic use or the preparation, handling and storage of food for domestic home consumption private. This regulation aims to develop the Decision 1/2005, specifically the implementation of Regulations (EC) no. 852/2004 and 1019/2008, relating to food hygiene.
* Regulation laying down the principles, procedures and general provisions relating to food safety , establishes the principles, procedures and general provisions relating to food safety and operation of rapid alert system (RASFF). Thus, it provides the basis for ensuring a high level of protection of health and consumer interests in relation to food, particularly taking into account the diversity of the food supply, including traditional products, while establishes the general principles applicable to food and feed in general, issues that impact directly or indirectly, and in particular their safety; Mormon applies to all stages of production, transformation and distribution of food and feed, but does not apply to primary production destined for a private household, or the preparation, handling and storage of food for domestic home consumption private. This Regulation is the result of the recommendation of the EC-Andorra SNET in transposing EU legislation on the legal andprrà and implement appropriate Community provisions contained in the Annex to Decision 1/2005 of 10 October 2005 (BOPA no. 89th, year 17, 10.26.2005), so this legislation is to create a new regulatory framework to ensure the necessary measures to protect public health, adapted to the reality of the environment national, and that enhances and facilitates relationships and information sharing between the EU and Andorra. This regulation aims to develop the Decision 1/2005, specifically the implementation of Regulation (EC) no. 178/2002, which establishes the general principles and requirements of food law, will determine the procedures relating to food safety and operation of early warning system.
* Regulation laying down specific hygiene rules for food of animal origin , establishes general rules for food business operators on the hygiene of foodstuffs, which supplement the provisions established in the Regulation on the hygiene of food, while established specific rules on food hygiene of animal origin, both processed and unprocessed, intended for businesses that seek to allocate indirect delivery of products or goods in exchange and / or exports. These rules shall not apply either to primary production for private domestic use or the preparation, handling or storage of food for domestic home consumption private. Set specific hygienic requirements for food of animal origin imported. This regulation aims to develop the Decision 1/2005, specifically the implementation of Regulations (EC) no. 853/2004, 1662/2006, 1666/2006, 1028/2006, 557/2007, 1243/2007 and 1020/2008, which contain specific rules on hygiene of food of animal origin.
* Regulation on official controls performed to ensure compliance with food legislation and regulations on health and animal welfare that aims to make prganitzar and official controls to verify compliance with rules designed to prevent, eliminate and reduced to acceptable levels the risks that threaten the environment directly or through the people and animals, notwithstanding the primary responsibility of food business operators and animal feed as regards their obligation to ensure feed safety and food, in accordance with the provisions in the Regulation laying down the principles, procedures and general provisions relating to food safety, and civil or criminal liability arising from breach of its obligations. This regulation aims to develop the Decision 1/2005, specifically the implementation of Regulation (EC) no. 882/2004 on official controls performed to ensure verification of compliance with legislation on food and feed, and regulations on health and animal welfare.
* Regulation laying down specific rules for the organization of official controls on products of animal origin , establishes general hygiene rules to be applied to all foodstuffs and Regulation laying down specific hygiene rules for food of animal origin provides specific hygiene rules for products of animal origin. This regulation applies only to activities and persons covered by Regulation laying down specific hygiene rules for food of animal origin. The implementation of official controls in accordance with this Regulation is without prejudice to the primary legal responsibility of food business operators regarding their obligation to ensure food security, in accordance with the Regulation laying down 'establish the principles, rules and procedures relating to general food safety, and civil or criminal liability arising from breach of its obligations. This regulation aims to develop the Decision 1/2005, specifically the implementation of Regulations (EC) no. 854/2004, 1663/2006, 1666/2006 and 1021/2008, containing special rules for organizing official controls on products of animal origin.
