Law 17/2008 of social security is adapting to current social and economic needs of the Principality of Andorra of a regulatory regime that was established in 1967, and making effective recognition of the right to health protection and to receive services to meet the personal needs and for this purpose the State shall guarantee a social security system, as provided in Article 30 of the Constitution. The Act aims to make a thorough reform of the social security system Andorran inspired by the principles of solidarity and social protection in force in most public social security systems, while it has the following objectives:
a) ensure the sustainability of pensions;
b) improve the overall benefits of preserving the balance and
c) improve the efficiency of the system, streamlining its structure and rearranging its resources and management.
To achieve these objectives, the system is divided into three areas of protection are generally the branch, which replaces and includes two branches of illness, the branch of retirement and the new branch of family benefits.
The Act introduces the distinction between contributory and non-contributory benefits and the involvement of government in the financing of the latter, while regulating the overall contribution to the branch and the branch of retirement and increases in the latter two points. Within the general branch regulates situations of occupational accident, occupational disease, occupational accident and disease is not common and creates a National Commission on Occupational Diseases.
In relation to the benefits of redemption, the Act provides that the benefits derived from an accident, an illness or hospitalization in a given setting conventions in third payer system, while it is expected that this can be applied to groups or certain features in common expenses for an illness or an accident at work.

The Act is divided into four books:
I: is the general provisions, the scope, structure of the system and acts of framing.
II refers to the management and administrative organization of the CASS, the administrative composition and functioning of the Board and other bodies, and financial management through the various contributions.
III regulates benefits of branch general, retirement and family benefits, and special arrangements.
IV is the instruction of the reports of violations and penalties and procedures governing the various existing social security.
